Lightroom CC: Added photos from macOS Mojave Photos app not downloading raw unlike iOS

It seems like in Lightroom CC on MacOS, it will only download the file in the Photos app that the Photos app already has downloaded. On iOS, Lightroom seems to still download the RAW file along with JPG despite it being on iCloud. Photos app or Lightroom CC app issue? I think Adobe should get in contact with Apple regarding this to provide a more consistent experience between iOS and MacOS. I tend to start many projects on my iPad and finish on my iMac, but sometimes I need just one more photo to import, and this forces me to go to my iPad to add it to the Lightroom Library to get the RAW file unless I reimport it as a local file to my iMac.

LR is designed as an alternative to Photos, so the idea is you import all of the photos into Lightroom.

I understand it being an alternative, but on iOS you must import to Photos before importing into Lightroom CC. I believe the point of having this all in the cloud now is to make it seem less to move between platforms to work on a project. If that’s the case, there should be a certain degree of expectation to make things work consistently. On MacOS I know you can import directly, but for instance, if you have a photo already imported into Photos via iOS and using iCloud, instead of finding the storage device or camera with it still, you should be able to just get the RAW from Photos as you would have been able to at iOS Lightroom CC.
