I really would like to see in the tools menu a transformation tool with options for "Free Transform", "Skew", "Distort"... similar to the transform tool set in Fireworks. Since I find I am sizing things so often that would be a very appreciated tool to have at my finger tips.

If you check »Show Transform Controls« in the Options Bar for the Move Tool you need not even hit command-T to start a Transform – which in itself seems pretty convenient to me.

Transform is not a Tool in Photoshop, so in my opinion the Toolbox would be a bad place for this.
You could use Configurator to assemble all the necessary commands in a Panel of your own. (Configurator 3 for CS6 is not yet out, though, if I’m not mistaken.)

Furthermore: If you are resizing Layers often do you use Smart Objects for that?
