I would like to be able to update or synchronize the Lightroom's Star Rating with the RAW file's Rating property.

When you import a raw, LR will import any rating stored in the raw's metadata.

When you do the menu command Metadata > Save Metatadata To File, LR will write the rating from the catalog to the raw's .xmp sidecar. 

If this isn't sufficient, help Adobe understand the request by providing more details about your workflow, what you want to happen, and why.

I would like to have the ability to update the Rating property of the original RAW file (.ARW extension) based on the Star Rating that I gave the file in Lightroom. 

I use Lightroom to rate my files, and would like that information reflected in the original .ARW file so that I can easily sort them in Windows without requiring an additional .XMP file.

Makes sense. 

Note that LR has always had a policy of not changing raw files. There's one exception -- it will update the capture date if you turn on the option Catalog Settings > Metadata > Write Date Or Time Changes Into Proprietary Raw Files. So if Adobe was to implement this feature, I'm guessing they'd add a similar option.
