Add preference to Preferences > Interface > Lights Out for "White Border" or "No White Border".

In addition to "Screen Color" (Black; Dark Gray; Medium Gray; Light Gray; White), and "Dim Level" (90%; 80%; 70%; 50%), please add a preference for "Border" (White Border; No White Border) or equivalent to the Interface > Lights Out section of the Preferences.

I believe the white border was in the first release, was removed in a subsequent version of Lightroom, and then reinstated in a later release, so clearly the design has been contentious at some point.

I prefer to work in "Lights Out" mode when making color edits, and the white border around images is a distraction when judging contrast and brightness. A borderless gray surround is the ideal layout for this work.

"Full Screen" mode is not a suitable replacement, as Full Screen appears to employ a different image pipeline (perhaps designed for "presentation" rather than "editing") and rapid color edits to an individual image suffer from a lag in response.
