Actions don't use the predefined F-Keys at start, only after edit

I am from Germany, maybe "Actions" is not the right key.
Anyway, in the newest Photoshop (21.0.3), when I open it, the predefined key F5 for my Clipboard-Action (just paste the clipboard as a new image)

is not working. I used it for ages.
After I once click on the Action "Einfügen", and leave it, it works perfectly.
The Action is not on the predefined action, but on my own group.
Because it worked since middle age, and not now anymore, it seem to be a bug in 21.0.x.

Are you on macOS or Windows?

macOS, and the photoshop version before was working fine.

Seems to be working fine here. If you double-click your action step, is shift or command is enabled?
