When opening Photoshop, there should be a direct link our Adobe Stock Libraries and the photos saved and licensed in those folders. Currently, we can only access "Recent" "CC Files" and "LR Photos."

At the bottom of the 'New' dialog there is a search bar “Find more templates on Adobe Stock”

Not what I'm talking about, but thank you.  Older versions of Photoshop, along with the options above, I used to see my Libraries.  That is no longer the case.  I don't want to add additional steps or leave Photoshop, as the "Find more templates..."
 prompt would do.

there is no Libraries panel when you first open Photoshop.  That requires opening a new project.  the only choices given for opening a project are:  "Recent" "CC Files" and "LR Photos."

Click on the Search (magnifier) icon in the toolbar in the upper right corner. That will give you a dialog with stock as an option.
