It would be nice if the mouse scroll wheel would work when dragging layers.
Currently, you need to go to the bottom / top of the layers panel to scroll through the layers. This might be a bit frustrating.
I think that the mouse wheel gives the user more control over the scroll ammount. Using the scroll wheel while dragging will also make the interface more responsive (if the user doesn't scroll enough / scrolls too much, the user needs to go to the top / bottom of the layers panel again. This can be a bit frustrating too).

This feature will really help when working with a lot of layers / when sorting a lot of layers.

That would be surely good solution, but when that's not avialable after 7 years from your request, the simplest alternative would be to use script. You select layers you want to drag, run script by Photoshop shortcut (or mouse keys combination using XMBC or Autohotkey) and after scrolling to desired place you click a layer, selected previously layer(Set)s are going to be moved to.

If you want me to do so, let me know...
