Photoshop: Ability to anchor layers to top of layers palette

I find myself constantly needing to keep a layer on top of everything else. For example, I'm currently making a mockup for a website, and I have a grid overlay layer. But here's the problem I keep running into: I'm constantly adding new layers and elements, and the grid overlay layer eventually finds it way to the bottom of my layers palette under all of those new layers.

Can we have an option to anchor a layer or multiple layers to the top of the layers palette? So, even if you make new layers, they automatically go underneath the anchored layers? It would solve a problem that I, and I'm sure others, constantly run into.
