Photoshop Elements: I would like to be able to download the inspiration browser without uninstalling my Elements.

I recently purchased Adobe Photoshop Elements because I am taking a class. However when I went to open the Editor, a box popped up that said that I should delete the inspiration browser and download a new one. When I tried to download the new one, it said it was improperly written and could not be downloaded. I have talked to chat twice for over 1 hour each time and your folks in India cannot tell me how to fix this and I have tried to reinstall, but it won't let me. When I called they wanted $39.00 for a help contract. I am sorry, but this is a problem you have caused and I think you should find someone who can fix it. The number on the chat line problem is 0183108153. If I uninstall Elements and cannot reinstall it, I am returning it to the store and perhaps you can send me $100 for the class I am taking to learn Elements.
