a spiderweb of problems

I can't get Photoshop to function properly. I can't use filters, open large files, use the clipboard or save.
Most of it comes down to not enough RAM but I have 600 gGB on my main drive and an additional 2 TB on my secondary drive.

I've been looking at forms and it told me to up the performance usage in the preferences but when ever I go to preferences it tells me "An integer between 96 and 8 is required. Closest value inserted." and it won't let me change the usage. and the forms that answered that question simply led me back to changing the usage.

I've tried updating, uninstalling Photoshop, older versions of Photoshop but it just won't work. any help so I can take screen caps would be greatly appreciated.

that takes me to an endless loop of the site logging me in, the window closing itself and logging me in again.
