A lot of blank data stored in xmp meta data

I noticed that Tiffs and other filetypes that can save tEXt blocks are saving 12048 bytes of blank data after </x:xmpmeta> tag and before <?xpacket end="w"?>   It seems like a strange place to put empty data/padding.  If I didn't have a database of 90,000 tiffs I probably wouldn't care -- but I do :)

The blanks only show up when viewing the file in a hex editor.  The repro steps are: 
1. Make a new tiff in Photoshop CC 2017 of any size and save it.
2. Open up the resulting file in any hex editor and search for the </x:xmpmeta> tag
