Camera Raw 8.7: Adjustment brush applying in a different spot from what I clicked

I am reporting what appears to be a "bug" in Camera Raw. Specifically, the adjustment brush. When attempting to use, the area clicked on is not the area resulting in adjustment, which is about 1 to 2 cm away, down and to the right of specified area to be adjusted. Myself and another individual have run into this. Seems to have originated with ver. 8.7.
It also affects the spot removal tool. When "spot" is selected, the clean-up area is away from the selected area, by the same amount and same direction.

What version of Photoshop? What OS/version are you running on? Are you using a mouse or a tablet?

PS CC(2014), downloaded (for this install) 53 days ago. Updated 26 days ago and again 11 days ago. I believe the fault has only existed since the last update 11 days ago.
Windows 8.1 New computer build. ( My older computer (2009 build), Windows 7, I still have but is a fresh install, so I don't have PS on it any more.
However I had no issues with PS CC & CC (2014) with it.)

A few minutes ago I connected my new monitor to the internal Graphics Processor, Intel 4600, bypassing the graphic card I had installed. So that eliminates the graphic card and driver as suspects. The problem is still there.

The Spot Removal tool is also affected. Selecting a spot, the tool circle completely misses the spot by the same error distance from the point of selection as the Adjustment Brush.

I'm using a mouse. But I tried the old mouse I've always used before, and still no difference.

At this point I am thinking it has to be a flawed install. Maybe something in the last update?

A flawed install would usually crash, or complain about a missing resource.
This sounds more like the mouse coordinates are not being correctly translated to the display coordinates for some reason.

Ok. Nothing out of whack there - that I can see. Thought maybe it had to do with UI scaling or second monitor.

Are you ever hooked up to a second monitor? (I don't see one present at the moment)

Let me investigate with the team to try and repro.
