Elements: PSE 8 "Watch folder service is unavailable" error message

I re-installed software, the problem remains. System info as follows:

Make sure the service that controls Watched Folders is running. Go to Control Panel>Administrative Tools>Services. Find "Adobe Active File Monitor V8", double-click it, and click the Start button.

These steps work for all versions of Elements, just choose the correctly numbered V service.
