If 3D features aren't available in Photoshop then one of the following is the likely problem:

1) You don't have a license for Photoshop Extended
2) You are running Windows XP (3D features and some GPU-enabled features are not supported on Windows XP): http://www.adobe.com/products/photosh...
3) Your video card isn't supported (OpenGL 2.0 and at least 512mb of video ram is required): http://www.adobe.com/products/photosh...
4) Your video driver is out of date. Determine what video card you have and go directly to the manufacturers website (nVidia or ATI/AMD) and download the latest driver: http://helpx.adobe.com/photoshop/kb/p...

Sounds like you recently upgraded to 13.1 which has new system requirements for VRAM for 3D features, specifically 512MB of RAM:
