Photoshop CS6: program error nudging selection with no layer selected

I encounter the error "Could not nudge the selection because of a program error." while attempting to nudge a selection using Ctrl+Arrow key when no layer is selected (as opposed to "... because selection is empty"). I think this could be more clearly presented. Thanks!

Which version of Photoshop are you using?
Which OS version?

Have you installed all the updates for Photoshop?

OK, normally you nudge the selection with just the arrow keys, and that still works.
You nudge/move the contents of the selection with command/control-arrow, and that gets a program error when no layers are selected.

Ok, that's reproduceable - and I'll see if I can get that fixed.
