Photoshop CC on Mac OS X 10.9: If I zoom in an image I get stuck w/ the Hand tool. I already tried:
- deleting the preference file
- disabled 3rd party plug-ins
- disable Start-Up items

Nothing worked so far.

Are you stuck with the cursor, or does it actually behave like the hand tool even after you try to switch tools?

And how were you zooming?

(1) «it actually behave like the hand tool even after you (I) try to switch tools» — I can temporarily «fix» that behavior after I zoom in w/ pressing the key combo «ctrl-space» ... until the next zoom-in.

(2) I zoom in via «cmd-space»

I had exactly the same problem and it drove me crazy. For me disabling Better Touch Tool for Photoshop solved it.

@dirk: This is insane! Yes, yes, yes – it worked. This "bug" followed me since several PS versions. Who would have guessed it actually is a problem with Better Touch Tool?!

Thank you so much.
