Photoshop CS6 64 bit only using 25% of my available ram

Hi, I am running Photoshop CS6 64bit on Windows 7 home premium 64bit intel i5 processor and 16 gig of ram, the computer recognizes the ram but Photoshop uses a maximum of 3.2-4 gig of ram even though at times it maxes out all 4 cores of my CPU is that normal given that Adobe say CS6 will use up to 70% of available ram?

Check the RAM percentage in preferences. Photoshop will allocate RAM as needed up to the limit you set in preferences.

You might not be opening documents or doing anything that needs more RAM.

And using multiple cores has nothing to do with RAM usage.

Thanks Chris,

I had already adjusted the RAM limit to the maximum recommended, a little over 10gig, I just thought that having 16gig of RAM would stop Photoshop from using 100% of the CPU, it doesn't use it that much all the time only when applying some filters.
