3D Layers - all layers use the same camera position and world space

If I have a series of Photoshop 3D Layers in a project, they all have independent camera and item position values. They also have independent lighting and shading values. It makes it really hard to set up anything except a single one mesh scene.

I know I can merge the Layers to have them share the same world space but it seems an unnecessary step. All other 3D programs use this concept as a default, so why can't we have it in Photoshop ?
