Photoshop 2020: Making itself front most automatically

I am on macOS 10.15.5 and bouncing between Dreamweaver 2020, Word and Photoshop 2020. I also have two screens in this scenario.

Dreamweaver and Photoshop are in the same Space and are maximised (on one screen). Word is on the other screen.  You can app switch easily between DW and PS. 

Have Dreamweaver front most (Photoshop is behind).

Word is on a different screen.

1. Be in Dreamweaver
2. Move across to Word to copy some text
3. Press the Control button to display a context menu

Photoshop 2020 on the other screen becomes front most as soon as I hit Control.

Unclear why Photoshop is responding to keyboard events, especially when it was not front most on either screen.

From the screen shot you can see that Photoshop has become the front most window in front of Dreamweaver But the menu hasn't updated to reflect that. Word (on the other window) is actually front most when this screen shot was taken.
