2017 and Photoshop cc 2018 having issues using the rectangular selection tool with free transform; cant pull handles to expand or reduce selection. the patch tool wont work and radial gradient non responsive in Camera Raw. I have a high powered machine with 64gigs of ram and a 1tb scratch disk. What is the issue? I have an two systems files and text the adobe tech captured to share with the engineers.  the whole problem started after a heat related crash killed my motherboard and after the replacement the brushes had become sluggish and then they stopped altogether.  I constantly update the graphics driver and have two cards.

Replying to my own issue.  I installed a third drive for storage and to devote solely to scratch disk duty after realizing that Photoshop and LR had started developing the issue I describe above over the last year and the tools became unusable several weeks ago.  Bingo, the drive a Seagate hybrid SSD/HD once selected as the main scratch drive restored my ability to draw, select and circle selections with the patch tool effortlessly.  Could any engineer respond and tell me why this couldnt be achieved more cheaply? This issue had made Photoshop useless on my PC.
