Photoshop CC 2014: "Zoom with scroll wheel" issue on Windows 8

When the option "zoom with scroll wheel" is turned on, it often stops working after some actions causing focus switch.
and there are 2 options:
1. Easy to reproduce. One of the ways is the following: add curves adjustment layer and activate the "presets" dropdown in it. Now the wheel zoom is not working even if you click the document working area which is supposed to put focus in it. In this case you can press "esc" button and zoom will be working again.
2. Not sure how to reproduce this one, but it happens very often when you constantly use wheel zoom. When it happens, the behaviour is same as in #1, but "esc" button doesn't solve the issue and the only easy way I know, that restores zoom functionality, is to click on blending modes dropdown two times (first will open it, second will close) and then click on the document working area.

I have found few mentions of the issue across the Internet, but didn't see any on adobe.com (however I could missed something), so decided to send this report because this old issue is very annoying and drives me crazy.

Photoshop CC 2014.2.2 x64 (by subscription) / Windows 8.1
Same issue was happening in the previous versions as well, but I don't know, starting from which one. I guess, I started using this feature since CS6 and it had this issue too.

Quite often the cursor will get stuck in menu dropdowns or fields, even disabled ones.
