"Place Scale Marker" does not work

When I select:   Image - Analysis - Place Scale Marker, I get the Measurement scale Marker dialog box.  When I enter any length, and click OK, I get a warning box titled "Photoshop Plugin". It says "A value between 0 and nan is required. Closest value inserted."  When I click OK, the same warning pops up.  I can't get out of this loop. I have to Force Quit Photoshop to recover.  (This works properly in Photoshop 2018.)     

I'm using Photoshop CC 2019 Version 20.0.5 on a Mac running OS version 10.13.6
