There were nearly 15,000 photos and I can't find them. I am new to Elements 15, just installed it.

You added photos: the organizer calls that 'import'. With the import from files and folders or bulk import, you don't upload, you don't copy nor move your media files. The organizer simply scans all your computer to find media files, then it records the files properties like exif data and the location (drive and path) of each file in the database. Indexes are created in the database to quickly find items from various criteria. After the import, all files are read and a thumbnail (very small image) is created. That may take time (hours for a big catalog, yours is small). So, the creation of thumbnail is performed in background task to allow you to work with the files without waiting for all files to be read and thumbnails created.

Once the thumbnails are created, they show in the main browsing space. The left folder lets you browse your folder tree just like the explorer or finder; the info panel on the right shows the information about selected files, including the path of your media on your drive.

Beside the online help, you might download the pdf help file:

I appreciate your quick reply. I did click Import on the top left and selected Bulk. The files started loading and would stop at a certain photo about half way through then the computer would freeze. I would have to force quit to get out of the program. After rebooting the computer I got back in the program and noticed the import button on the lower right side which I clicked, again it stopped at a certain photo. I uninstalled PSE15 then reinstalled it, did the process again and the same thing happened.  I decided to add the files folder by folder and this has become quite time-consuming. The PDF file you sent will be very helpful. Thanks for your help!

When the 'import' process stalls at the same completion %, that generally means that it has found a problem media file it has difficulty to enter in the database of the catalog. Generally some sort of video file. Troubleshooting the precise file would perhaps need having a look at the error logs of the organizer.
Maybe have a look at that help file:
