"Lightroom has encountered problems reading this photo"

I routinely capture photos on my iPad and sync them with both my Android phone and my desktop Lightroom. I have one photo, however, that sync's between my mobile devices but won't sync with the desktop.

The funny thing is that rating information and title will sync with the desktop, just not the photo and preview. No file has been saved onto the desktop so I cannot remove it from the Catalog and add it back.

I have edited ratings (Stars) and flags on both of my mobile devices and that information syncs both with the other mobile device AND the rating information updates onto the desktop even though there is not photo file saved and no preview.

How do I get this photo (which happened to come out very nicely) onto my desktop so that I can add it to this catalog?

I have sync'd many photos in the past from my iPad and several other photos both at the same time and since I captured this problem photo.

Lightroom 2015.10.1
Camera Raw 9.10.1
Windows 10 Pro
Problem file's name:  APC_322.dng

Yes, I can see it there. So it obviously uploaded accurately to that point as well.
But I do notice that the rating information - stars and flags - has not uploaded to this site.

I can see a download option.
If I do download it onto my desktop, how can I reconnect it and re-sync it with the files on my mobile devices? Or is that the wrong next step?
