"Lightroom cannot write to the following directories"

Lightroom Classic CC - Right after I import, I get an error message "Lightroom cannot write to the following directories..." which then points to my User folder. In that folder I've unchecked the Read-Only box in User Properties, but Win10 rechecks it again when I leave. Importing works fine even when ignoring this, but what causes it and how do I fix it?

Add your username to the security list and give it Full Control

I've realized now that this is why syncing Classic with LR CC (mobile) is frozen and has 409 photos waiting. I know I could go to Preferences and delete all of these pending uploads, but I'm not assured that this might not also delete good images already on the LR CC Cloud. I need to get this blockage fixed.

Do you have Admin access to your machine on the Windows User account level?

What is the complete path to the folder to where you are attempting to import your images?

Rick - I have always had Admin access, and use it as the default account.

I'm importing to many different folders with this same result. Generically, it's "This PC\OS (C:)\Users\Don Dement\Pictures" and down to subfolders, or to an external HD.

Again, though, all imports work fine. The message doesn't seem to apply to the actual importing. In fact, I think I've seen the error message outside the importing window. The message is either caused by or causes (?) the cloud sync from Classic to hang (for several months now) at 409 photos attempting to sync. Online, they are "there" (started sync'g?) but as empty black squares. Sync is frozen out - dead.

I have not cleared the "pending" files as seen in Preferences because I'd like to avoid deleting files already online in the cloud. I'll do that if I have to and can easily restore online any photos this deletes. It's my thought that clearing may not fix the problem for the future.
