PHOTOSHOP CC 2015 - exporting image "image is empty" error when it is not

PHOTOSHOP randomly BUT FREQUENTLY when trying to export ANY image format in the latest version of Photoshop CC 2015 I get a message "image is empty" and it WILL NOT let me export the image nor will it let me change the file type to export it!!! EVERYTHING grays out!!! the "learn more" link ONLY brings me to a page regarding svg files but NOTHING IS SHOWING REGARDING THIS PROBLEM ANYWHERE regarding ALL FORMATS AND BEFORE EVEN SELECTING A FORMAT. this happens with trying to export to png and jpg and shows up BEFORE I CAN EVEN DROP DOWN the list to change it to jpg that drop down menu becomes GRAYED OUT IMMEDIATELY after the "image is empty" message!!! IT *DOESN'T MATTER* IF TRANSPARENT FOR PNG OR FLATTENED FOR JPG, IT *STILL* GIVES "IMAGE IS EMPTY"!!!!!!!!!!!!!!!!!!!!!!!!!  THE *ONLY* OPTION NOW AT THIS POINT TO TO CLOSE PHOTOSHOP AND LOSE *EVERYTHING* ULTIMATELY SOMETIMES EVEN LOSING *HOURS* OF WORK!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

How are you attempting to export the image, exactly?
Have you installed all the Photoshop CC 2015 updates? (you should be on version 16.1.2)

Also, it looks like you have a problem with the CAPS LOCK or Shift key on your keyboard, and should probably clean the keyboard or use a different keyboard that doesn't have a bad key.
