Lightroom Classic 9.3: File could not be found” since updating to Catalina 10.15.5

Restart your Mac then LrC.

Go to System Preferences > Security & Privacy > Privacy tab > select Files & Folders on the left, scroll to find Lightroom on the right and make sure all of its checkboxes are checked.
