Lightroom: "don't import suspected duplicates" not working

in LR 2015.12. I really need this functionality.  And there are no previous versions available to go back to.

From where are you importing? From an SD card?
Does this happen always?

It works in my Windows CC2015.12-version of Lightroom, both from SSD and Compact Flash card, and when files imported from the card was copied to desktop, and then tried to import again. Don't expect it to work when importing from another catalog.

It does it erratically. And it's still doing it with CC Classic. Puts another copy of some files right next to each other from the same source files on a local drive.

Same issue:  After rolling back to 7.2 from 7.3/7.3.1 I get wildly divergent results with some or many duplicate files being imported. 

Geeezzz :-/  When is Adobe going to clean up their mess???

Try Optimising the Catalog. In the Library panel, select File > Optimize Catalog...
