PHOTOSHOP CC 2015 - Saving file for web generates bigger files than it claims

Since the last version of Photoshop CC (20151.2) I'm having problem with saving files to JPEG or PNG. (Windows 7)

When setting the image quality to reduce the file sizes, it creates a file way bigger than it was displayed inside photoshop. For example, at "Save for web" it display that the file generated will be 350kb, but when I save, it generates a 1mb file.
I also sometimes have problem with the normal save as => jpeg, too, last time I tried to save a banner that is 713 x 424 72dpi, the file should be around 70kb, but it was generating a 4mb over file, even if I set it to the lowest possible image quality.

I had to ask to my co-work who is using the previous version of photoshop ccto save the files for me. This new photoshop is really buggy and frustrating, I really regretted in running the update :(
Please, I'm really hoping for a fix on it soon.

I have recently started using the earlier version of Adobe Photoshop and it is generating more larger files than the previous version of Adobe Creative Suite.
