[BUG] 2015.5.1 - Flooding with colour is offset by R1 G1 B1 from desired colour

Hello,
I discovered when doing some print work that when I tried to flood with 40 40 40, I actually ended up flooding with 41 41 41 (via eyedropper/info).  Brushing works fine.  I had a friend confirm this as well.

RGB values but CMYK in the end? Was/is there a profile conversion at play? How did you convert from RGB to CMYK and then use eyedropper?

No conversion, make a new file, select 40 40 40 as foreground colour, flood. Then check info for the RGB value.  I guess techncially hue +1 brightness +1.
