Photoshop CS5: "Bad image" error on iconcodecservice.dll file when trying to run CS5

My registered copy of Photoshop CS5 keeps giving me a "bad image" error when I start it up that says:

c:\windows\system32\iconcodecservice.dll is either not designed to run on windows or it contains an error. Try installing the program again using the original installation media or contact your system admin or the software vendor for support.

So...that's what I was trying to do but I can't find my original CD (I have my serial #) so I downloaded it from the web site.  It won't complete the installation saying that either the write permissions aren't set (they are) or I don't have enough disk space (I do -- 199GB).  I just need to fix the issue so my copy of Photoshop will run again so if I don't need to do the reinstall, I need to fix the dll file error -- either one.  Thanks for any help!
