"An error occurred while executing the AppleScript"

While sending a color swatch through to Photoshop via AppleScript/Javascript, I get the following error if the script is run and Photoshop has just launched:

An error occurred while executing the AppleScript: Optional(Adobe Photoshop CC 2015 got an error: General Photoshop error occurred. This functionality may not be available in this version of Photoshop.

- Error 8800: General Photoshop error occurred. This functionality may not be available in this version of Photoshop.
- Could not complete the command because the CC Libraries panel isn't available.

Has anyone else experienced this? It only started with Photoshop CC 2015, and the swatch still seems to end up in the swatches panel.
