Wierd blur in the "new document" menu

In Adobe Photoshop CC and Adobe Illustrator CC as well, there is a weird blur bug in the "new document" menu. When in that menu, if you hold your mouse over any document template, there will appear an info message, describing that template. When that message appears, whole menu gets blurred, but not in a fashionable way.

I wonder if this is a Windows thing. I'm on a Mac and I'm not seeing what you're seeing. It's clear enough until you hover over to get the tool tip?

Everything looks nice and sharp until you hover your mouse over any template. As soon as tool tip animation starts, everything gets ugly :(

I have no idea what's happening to your display. Your screenshot looks awful, but I haven't heard of this one before to have a clue what's going on. Hopefully someone else here knows something about it. Sorry.

I would suspect one of two things: Graphics Card driver or the OS Scaling factor.

First, what scale do you have your UI set to? If it's to a odd number, try setting it to 100% 150% or 200% and see if the problem goes away.

Second, make sure you driver is update to date from either the NVIDIA or AMD website.

I suspected OS scaling too, because I have non-standard scaling factor of 110%. I checked if the issue remains with the default settings. It does remain.

After updating graphic card driver, issue seemed to be gone, but it happened again, after minimizing and maximizing window. But this time it was not that bad, blur happened and disappeared shortly.

So I guess it indeed has to do something with my hardware or maybe issue is caused by both scaling factor and a graphic card.
