Wacom express keys popping up even though disabled and unchecked in Wacom Desktop Center

So I just recently "upgraded" so I thought at least my small Intuos Pro to the brand new medium Intuos Pro tablet yesterday.  I personally don't like working in Photoshop retouching with all the hot keys and dials having function so disable ALL except the buttons on my stylus. I also uncheck all the boxes such as "show express keys" in the Wacom Desktop Center.  Everything works as normal EXCEPT when I go into Photoshop and any version of Photoshop.  It is as if I never selected or unchecked or disabled anything and the express keys pop up when my arm is resting on the left side of the tablet with full functionality as if I never touched any of the settings disabling them.  
This is really not good for me when retouching having all that pop up and also have functionality that is interrupting my workflow.  I know this is probably a Wacom driver issue but anyone have any input or experiencing this at all?!??  Thanks.

I have narrowed down that when not in Photoshop this doesn't happen...the second I go into Photoshop the Express Keys pop up and all settings seem to go down the tubes from what I set in the Desktop Center for Wacom.

for me on mac- I found the button under where you set the express keys to disabled:

A button to check called Show Express View.

I think it's working so far
