Tools overflow menu not scrollable
Photoshop's Tools menu is not scrollable and therefore not usable.
I want to pare down my toolbar to this:

... the color picker and a control for the tool menu. I use keyboard shortcuts for most tools. 90% of the time I don't need a full toolbar taking up more space than this. The overflow menu should be a solution to my 10% use case. However:

Not all the tools are accessible since this menu can't be scrolled. This is on a 15" Macbook Pro running full screen. There are many more tools I should be able to select but can't.
Completely unacceptable. Please fix this awful design.

Good catch! I've used custom toolbars off and on for a long time now, but nearly to that extent, so never paid attention to the lack of scrollbars. Maybe now they know, they can add those scrollbars to the list and accommodate those who want to pare down the tools panel to minuscule proportions.

Within "Edit > Toolbar," drag your already-memorized (or rarely used) tools to the bottom of the Extra Tools list.
