The way Photoshop handles PDF is an issue

The way that Photoshop saves into PDF and gets stuck handling PDF as it's native format consistently creates a loss of time for me. The scenario I have had several times (not a ton but 2 or three times a year, just infrequent enough that I forget the pitfall but frequent enough to be a continuous annoyance) goes as follows: I am preparing to send a finished graphic to an outsourced print company that requests PDF. I have a PSD workfile (admittedly not saved current) that I save as PDF and choose not to include editing capability because (1) I need it to be small enough to email or upload and (2) I don't want the printer screwing up my layout. I save then close and get no warning because Photoshop thinks it's native. Boom hours of work lost...

PDF should save as a copy like jpeg and every other format.

save as psd first, problem solved.

Actually not, it was saved as psd originally. I then saved a final copy as flat PDF to send to the printer, the issue comes after that, I then close the document and it assumes its native because it's PDF and closes the file without indicating that it's not a current save.

Another issue is that now that I have saved as PDF the file I was working out of switches to a PDF instead of staying a PSD meaning that if I simply ctrl+S then I save as PDF. At this point I have to back up in my history to before I saved as PDF and re-save as a PSD for it to be right...

Tut tut... you have been doing hours of work and didnt even save once?
How would save as a copy help you if you neglected to save the doc in the first place... save as a copy of what?
