Problem opening ACR (Adobe Camera Raw)

My situation:

PC Windows 10 up to date

CC apps are all up to date.

 

Problem:

Can't open a raw file in Photoshop by clicking file -> open and click on a raw file.

jpg of psd file open fine in Photoshop.

Opening a raw file from the explorer by right clicking and choose open with, I get the same fault message

Opening from Bridge in any way doesn't work either

 Raw files open nicely in Lightroom CC Classic

The message I get when trying to open a raw file is:

Could not complete your request because of a program error.

 

Using the Camera Raw filter in Photoshop doesn't work either, I get the message:

Could not complete the Camera Raw Filter command because of a program error

 

In Lightroom if I open the same raw file with Ctrl E  the file opens nicely in Photoshop.

 

What I tried:

starting with no plugins

disabled use of graphics processor

reset the preferences

starting windows in safe mode

updated Nvidia drivers

used the (latest) camera raw installer

uninstalled and reinstalled Photoshop

I uninstalled all CC apps and removed all settings, restarted the pc and ran the AdobeCreativeCloudCleanerTool and restarted again.

Finally I downloaded CameraRaw 10.3_win and installed it and bingo, Photoshop works as a charm again!! So there is definitely something wrong with the CameraRaw 10.4 in combination with my PC or Photoshop version and maybe Nvidia GeForce GTX 1060 3GB drivers.
