Photoshop zoom moves image window to wrong screen

I use 2 monitors. Macbook Pro connected to a 2nd Display. When I use the zoom tool with "Resize Windows to Fit" turned on, my image window will jump or move to my laptop monitor. I read in another post here about a similar issue, rescaling/resizing, to turn on Application Frame and dock the panels to it. Yes that works, somewhat.

If I move the Application Frame a little bit, the problem continues, and if I move the Application Frame to the top edge of the monitor, and far to the left edge, it works again. (My Macbook is on the left, 2nd Display is to the right.)

Is there a fix for this or is it addressed somewhere else?

I was using Photoshop CC 2017 until yesterday and now seeing this bug with CC 2018.
