Photoshop: Won't open for me to try to manage scratch disk

I am aware that pressing the option and command keys when starting photoshop will get you to preferences.  But when i try to launch the program it wont even take me to preferences it just shows me this screen. 
 
I have 1.9 TB of space on my computer, is this the issue?  To be clear, the program won't launch at all so i am not able to get to preferences.  
any help would be appreciated!

Photoshop is showing that it's only able to access 5gb of disk space. Clear up some space and restart your computer or attached an external USB drive and select that in the dialog displayed above as your primary scratch disk.

Up to Scale Caches level in PhotoShop

Menu : File > Preferencs > Performance..

to Preferences windows. Preformance Click.
Memory Scal up and Cache Levels Scal Click. 4 to 6 or 7 OK  Restart Open New.
