Because raw files do not contain 32-bit data. You can merge multiple raw files using the File>Automate>Merge to HDR Pro... to create 32-bit files.

It's possible to open a RAW file into photoshop (as a Smart Object or rasterized layer) and then to convert to 32-bit. Why does Camera Raw not have an open to Photoshop in 32-bit available?

Jeffrey - most current RAW files are not 16-bit either but Camera RAW can open them in 16-bit because Photoshop supports 16-bit. Photoshop also supports 32-bit and it is possible to open an ACR smart object and then, in Photoshop, convert it to 32-bit. So I can see no reason why ACR could not do this for me.
