Photoshop: Why is the brush tool causing rings?

When trying to use a soft brush to do light shading on photos, I get a build up of rings. I've tried messing with the spacing, flow, and other brush settings, but nothing changes. I've googled everything I can think to google, but can't find any info on this particular problem. The picture included shows what happens when you overlap the same brush stroke repeatedly; I simply clicked in the same spot multiple times with a low opacity brush. So, when I'm shading an area on a photo and I overlap brush strokes, it causes ripples or what looks like banding. Photos are in 16 bit as well. Any help is greatly appreciated.

Does it happen if you uncheck Transfer?  Could you share a screenshot of those settings?  Also, it looks like you are on a older version of Photoshop.  You could update to the latest version and see if it still happens.

Try different brushes to see if these some setting thats causing it..

I wouldnt advise upgrading because a newer version is not going to fix it and he will be more frustrated with the other issues.... the new version (2019) has unfixed old bugs + more new and annoying bugs and senseless changes to the transform/resize tool.

I appreciate the input. I have tried just about every brush and every setting I can think of along with different variations and I still can't get it to go away.
