Photoshop: Wacom Intuos 3 hanging

I know this is talked about in many posts but the fixes are all too old or they don't work for me.  When using a mouse, it doesn't hang, when using the wacom, it does.  Polygonal lasso tool especially doesn't work.

Installed older legacy drivers per suggestion of another post
This has been happening for some time so I don't think uninstalling a windows update is going to do the trick.
The only way to get PS to stop hanging, ( and this happens with a lot of memory intensive commands ) is to switch to another window or program and then switch back and it is unhung.  This is a real workflow killer to say the least

Yeah, I'm using an Intuos 3 also. I loved it with Windows 7, but Windows 10 is a nightmare. From what I have read elsewhere, others are placing the blame on MS/Windows and their unwillingness to work with Wacom. Wacom's inability to develop a driver that will work with Windows 10 us a real PITA and will probably continue to be so.
