Photoshop: Single column marque is invisible when first added to an image
Photoshop 19.1.3 (Upgrade applied 28/04/2018)
Windows 10
I selected the Single column marque tool and clicked on my image.
I could not see the usual selection outline. It was not clear whether I had selected anything.
I then clicked on the Move tool the outline became visible.
This is the same for horizontal and vertical.
The rectangle and ellipse tools work normally.

I tried this on a RAW file from my 5D with the same result.
My assumption is that when the image is shrunk to fit the screen PS doesn't display the marque because it is too narrow. Is this sensible behavior of a defect?
BTW my screen resolution is 1920 x 1200.
