Photoshop: Provide a preference setting to turn on/off features/plug-ins on startup
Make Adobe Photoshop load faster, and be faster. In preferences let users select what parts of the program to load into memory. So for instance I seldom use the levels when I'm designing a website. Would be cool to turn that off and save memory for other tasks.

Plugins are the only thing that's optional and modular - and they're already loaded on demand. Only a handful of plugins are loaded at launch time.
Also, the Photoshop launch time is between 1 (SSD) and 20 seconds (for the slowest laptop we can find) - with average systems taking about 4 seconds to launch. If launching Photoshop is taking longer than that, then we need to figure out what's going on with your system. Did you load a lot of presets that have to be reloaded at launch, or third party plugins, or a ton of fonts?

Plug-ins are not loaded into memory on start-up. They are only loaded into memory if they are actually used. The only thing that's done on start up is the plug-in names are read so the menus can be populated with the plug-in name. So, in essence, you're asking for something that really isn't necessary for the reasons you want it. If you want to limit a users ability to access plug-ins at all, that's a different problem, and you already have a feature to do this with Edit>Menus....
