Photoshop: Poor undo functionality?

If you are working on a layer and you select another layer and perform an action there and then you hit "Undo", Photoshop doesn't just undo the last action but "takes you" to the previously selected layer too.

So, if you have made say a brush stroke and you want to just undo it and try again, you have to take the extra time and reselect the layer.

Anyone else with the same "problem"?

Are you confusing undo with "step backward in history"? They are 2 logically different things, and step backward should change the selected layer.

Thanks for clarifying, didn't know that.

Unfortunately I am stuck with the problem because the first shortcut I ever changed was Ctrl+Z for "step backward in history" so I can have "multiple undo steps"...

Then it's not a problem with functionality, but a problem that you changed the key shortcut to use a command that you don't understand.
