Photoshop: Number of steps saved & delete a settings of a layer without delete all settings of others layers
For a long time and still today (cc 2019) Photoshop is limited in the number of step it can save. 30 to 40 steps I think.
If I compare with Affinity photo (Serif) it saves 8000 steps.
It is absolutely necessary to allow to save at least 500 steps, otherwise the same number of Affinity Photo.
It would be revolutionary to allow Photoshop to apply settings to photos or layers and to be able to delete them independently without having to delete all the settings applied to ten or hundreds of previous layers.
Thus all the settings added to a layer from the "Image-> Settings" menu would be visible below the layer as for the settings of the "Layer Style" merge options.

Are you talking about History steps? (Edit: The number of History steps in the History Panel can be set via Photoshop > Preferences > Performance > History States)
Those are not saved with the file once it is closed.
