Photoshop: Neural filters don't download
Neural filters don't download. progress bar either doesn't complete or does but then reverts to download from cloud icon.
macos 10.14.6 permissions for full disk access renewed for both PS and CC. several reboots and relaunches.

Can you try deleting the local cache and see if that forces them to download: https://helpx.adobe.com/photoshop/kb/known-issues.html#ErrorusingNeuralFilters

@lorelei and @askelias could you zip up your PluginData folder and zip it up and post it via CC files or dropbox for our engineers to investigate?

Same Problem here. Windows 10 Home.
I used a trick described here: https://community.adobe.com/t5/photoshop/m-photoshop-22-0-neural-filter-style-transfer-not-available/m-p/11528014?page=3
and copied the files manually from %TEMP% to %APPDATA%.
Works.
Might be a hint where the automatic download and installation procedure fails.

I saw this behavior when trying to edit a black-and-white file using the neural filters (hang on trying to load the filters). The neural filters worked fine when attempting to edit color files. On a hunch, I opened the B&W file I had been trying to edit, converted it using the Edit->Mode->RGB Color menu item, then assigned the Adobe RGB color profile. After doing this, the neural filters opened with no problem, and I was able to edit and save the resulting file.

I normally sign in with an MS account on my PC. Neural filters would not download (start the download and randomly stop and return to download button and never complete).
I logged into another account on the same PC and it worked fine and neural filters downloaded, but this is not what I want, I want it to work on my main account.
I then tried changing my main account back to logging in as a local account and suddenly it worked!
It would appear that (besides other issues) security/account issues could also be a problem.

i did a little digging, files get downloaded to the path-
/private/var/folders/6d/nrrdyhl90t56j5547v4024yw0000gp/T/Adobe/UXP/PluginsStorage/PHSP/22/Internal/com.adobe.nfp.gallery/PluginData
- and are then immediately deleted.

I still have the problem despite all this time. It is unbelievable that there is still no definitive solution.
I am disappointed with Adobe, as we pay a lot for the product.
I am using the latest version of Photoshop 22.1.0. I did a clean install of my iMac and my Macbook Pro, but the problem remained the same.
