Photoshop: Neural filters don't download

Neural filters don't download. progress bar either doesn't complete or does but then reverts to download from cloud icon.

macos 10.14.6 permissions for full disk access renewed for both PS and CC. several reboots and relaunches.

found it but it they still don't complete download.

I had the problem that the two last levels on 

Macintosh HD/Users/Library/Application Support/Adobe/UXP/PluginsStorage/PHSP/22/Internal/com.adobe.nfp.gallery

was missing.  The last folder I had was '22'

When I added /Internal/com.adobe.nfg.gallery 

manually, the problem was fixed!

Deleting the PluginData folder as described above has no effect on my computer.  It will try to download for a few seconds and then it quits.

I've also struggled with this issue last few days. Fixes I've tried: 

  1. Restart Photoshop 22.0 (several times)
  2. Reinstall Photoshop 22.0 (several times, English and Swedish)
  3. Deleting PluginData
  4. Remove privileges from all users to delete from PluginData
  5. Move PluginData files from MacBook Pro 2015/Catalina 10.15.7 (where all the filter works)

The download starts but immediately stops and/or flashes to 100%, there's activity on the network but nothing ever downloads (where I can find it).

Windows 10, running on Ryzen 5 3600x, 2070 Super and 32GB of RAM.

This is STILL an issue with NO signs of adobe correcting it. I have wiped my drive and reinstalled the OS and photopshop with the same failure. New fFeatures are only good if they work.

@Per Thunman Hi, I also tried adding the folders manually but it didn't work for me. The last folder I had was UXP in this path

There was no folder inside UXP. Can you please zip UXP folder and send it to me? I have com.adobe.nfp.gallery however it's not working even after adding the paths for it.

Hi Sukrigisukh!

Before I added the folders manually I was in contact with Photoshop support. 

They advised me to add full disk access to Adobe Photoshop 2021 via Settings 'Security and Integrity'.  Could possibly be that setting that helped me. 

I did not add any data in the folders manually.  Just added the missing folders I mentioned above.

@JeffreyTranberry  Same problem, windows 10, last photoshop version, download starts and stops immediatly on any neural filter... please fix this, very unsuccessful launch for a new feature.

Tried to run it as administrator or delete plugin folder, nothing worked

Same Problem here. Windows 10 Home.

I used a trick described here: https://community.adobe.com/t5/photoshop/m-photoshop-22-0-neural-filter-style-transfer-not-available/m-p/11528014?page=3

and copied the files manually from %TEMP% to %APPDATA%.

Works.

Might be a hint where the automatic download and installation procedure fails.

I still have this issue with v 22.3.

Fortunately the workaround still works as well.

Apparently one "cause" is that I moved my Temp-Folder away from C:

I saw this behavior when trying to edit a black-and-white file using the neural filters (hang on trying to load the filters). The neural filters worked fine when attempting to edit color files. On a hunch, I opened the B&W file I had been trying to edit, converted it using the Edit->Mode->RGB Color menu item, then assigned the Adobe RGB color profile. After doing this, the neural filters opened with no problem, and I was able to edit and save the resulting file.

I normally sign in with an MS account on my PC.  Neural filters would not download (start the download and randomly stop and return to download button and never complete).
I logged into another account on the same PC and it worked fine and neural filters downloaded, but this is not what I want, I want it to work on my main account.  
I then tried changing my main account back to logging in as a local account and suddenly it worked!
It would appear that (besides other issues) security/account issues could also be a problem.

i did a little digging, files get downloaded to the path- 

/private/var/folders/6d/nrrdyhl90t56j5547v4024yw0000gp/T/Adobe/UXP/PluginsStorage/PHSP/22/Internal/com.adobe.nfp.gallery/PluginData

- and are then immediately deleted.

I have updated, uninstalled and installed, I have done all the steps in this post and it still does not work.
According to a video on youtube, you have to give security permission to delete all users to the folder H: \ TEMP \ Adobe \ UXP \ PluginsStorage \ PHSP \ 22 \ Internal
I do it and it remains locked without erasing itself.
This is crazy.

I still have the problem despite all this time. It is unbelievable that there is still no definitive solution.
I am disappointed with Adobe, as we pay a lot for the product.

I am using the latest version of Photoshop 22.1.0. I did a clean install of my iMac and my Macbook Pro, but the problem remained the same.

Same problem, still not fixed, any adobe representative to help us please ? Reinstalling not helping, clearing cache not helping. Using Windows 10 Pro up to date.

Why don't you just include all neural filter in the photoshop install file ? This is crazy to see it has been an ongoing problem FOR MONTHS. Meanwhile, we pay for a broken service.

@Kazeo Now the neural filter is working in my system, it is because I had a problem with my wifi, then I formatted my system. after that when I reinstall creative cloud I saw photoshop neural filters are working fine. I think it is the last option if you want to activate neural filters.

Anyone have any luck with this? @JeffreyTranberry - any news? I finally upgraded and was hoping to try them out but wasn't able to download either. OSX, Mojave. Adobe account up to date. I was able to log in as root and launch photoshop under root, download them, then copy to ~/Library/Application Support/Adobe/UXP/PluginsStorage/PHSP/22/Internal/com.adobe.nfp.gallery/PluginData
So I'm working, but that is a super weird hack I wouldn't ask anyone to do. I am not able to download the filters in my user account I didn't download as root, so any new filters need the same hack.

Also noticed the same weird behavior of the filters downloading and deleting themselves (in my system under /private/var/folders/r1/7_x2ml690flf2gwm36qplwyc000102/T/Adobe/UXP/PluginsStorage/PHSP/22/Internal/com.adobe.nfp.gallery/PluginData)

The idea of enabling Full disk access seemed like a good one to me. Unfortunately, it still didn't make any difference, even after rebooting. Downloads and then quits. If this helps anyone, I think this captures the download portion from the console log, from the time I pressed download until it quit:

@John RA Benson thanks for posting the root hack! at least now I'm able to use the Neural Filters after months of not being able to download them. 
I monitored the file system with an utility and noticed your same behaviour: files get dowloaded in a temporary directory then are deleted at the end of download instead of being copied to the plugindata folder.
Wonder what is causing this...maybe because I have set my user's Home directory on a MacMini secondary SSD I installed that's not the main OS one (boot)? Do you have the same setup? I think that's the only system change I made to the OS/HW environment that is non-standard, but other softwares have no issues with this. Maybe some Catalina disk/file permission issues? Or is it some kind of interaction with some other software I installed, but the list here may be long.

interesting - anyone from adobe out there listening anymore? @JeffreyTranberry? There hasn't been an adobe response for 5 months. 

I do have a similar setup. My home is on another partition. It's also case sensitive. The root account which worked was obviously on the boot partition. Maybe there is a link.

If there is a space in your local user account it seems this does not work.  Create a new user on your PC with no spaces and try again.

I resolve this issue.

First my Temp and Tmp folders were on disk E and i can't even download neural filters, but after i change drive to C (C:\Temp) I can download them an use
