Photoshop: Move right click floating brush panel?

when I am using the brush tool and right-click on a layer to activate the floating brush window it's static, I can resize it but not move it out the way just so i can match brush size to image 
now I am even convincing myself you could never drag it away from where you right-clicked to get it to appear, but I am sure I could,
but doubting my sanity in the lockdown
please, anyone, help
