Photoshop: LoadLibrary failed with error 87: The parameter is incorrect (PSSC6-64, Win8.1x64, ATI driver)
PSC6-64bit is unstable on Windows 8.1 Preview x64 :(when starting, PS reports an error "LoadLibrary failed with error 87: The parameter is incorrect", anyway PS is working. But, if this error occurs while working, PS hangs and does not respond, all unsaved data is lost.

Which Library?
It could be a driver, a third party plugin, or almost anything.
But Photoshop itself has been quite stable on Windows 8.

Found who does this message box, this caused by sniffer_gpu.exe
here is sysinternals process monitor log for this process

here is a couple of screen-shots.
1. - starting
2. - lasso tool, free transform, deselect. after pressing OK, ps hangs.
I did renstall PSCS6, tried PSCC, the same.

That explained why my Radeon HD 4800 wasn't working, however, it appreared on the AMD site that they changed there mind and had release 13.1 in January 2013. I couldn't get those drivers to work. Then they uploaded v13.4 Beta drivers in April 2013. I couldn't get them to load. I always got a Driver Failed error. So, I uninstalled the driver, including the option to uninstall the driver software. Then, using device manager, I scanned for changes. When it wanted to searh the Internet or my computer, I selected my computer and pointed it to the 13.4 beta folder and it installed the driver and my problems disappeared, including the error I got on Win 8 that said feature had been disabled because I needed 512MB ram (and I have 512 MB of ram. So everything is working as advertised in Windows 8.1 with Photoshop CC and CS6 using an AMD Radeon HD 4800 beta driver. Device Manager should show 8.970.100.0 dated 4/24/2013 and you'll be OK. I had same problem, I go for the register solution, but before insert the new register, I give a look to whats inside this register Key
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4d36e968-e325-11ce-bfc1-08002be10318}\0000]
what I notice there was a key as :
"atio6axx.dll
atio6axx.dll"
yes, both lines equally, so I deleted one (it did look weird"
and 'VOILA' , it works !!
so, all that (was) needed (for me). YMMV
